Co-founder of STL Solutions and the country's most active independent STL consultant. Many years guiding operators through Scottish licensing, planning, control-area designation and DPEA appeal proceedings. Highly experienced in contentious change of use, planning enforcement, licensing and advocacy. Quoted in both national and local press on short-term let policy and a regular speaker on expert panels comprising legal experts, major stakeholders and parliamentarians.
Ross Armour
Co-Founder & Operations Manager
Co-founder of STL Solutions and Operations Manager. Ross oversees the day-to-day running of the practice — coordinating cases across the various consulting teams, keeping client matters on track, and ensuring engagements move smoothly through each stage from initial enquiry to completion.
Caitlin Anderson
Consultant
Specialist in planning fee analysis, policy mapping, and procedural strategy across the country. Caitlin rationalises applications to ensure technical sufficiency, oversees deployment into the planning system, acts as a bridge with various planning and appeals authorities and is a contributor to the STL Solutions Insights Briefings.
Carly Black
Senior Consultant
Senior consultant on planning and licensing matters across Scotland's various local authorities. Carly consults directly with operators regarding the practical realities of council interactions. With considerable experience across a range of different planning and licensing application types, Carly is responsible for drafting a significant portion of STL Solutions' planning and appeals submissions on behalf of clients, as well as attending application and appeal site visits.
Natasha Byers-Smith
Consultant
Member of STL Solutions' planning consultancy team, Natasha is responsible for the preparation of a wide range of different planning applications, from contentious change of use applications to certificates of lawfulness. Particular specialities include interrogation and rationalisation of evidence related to “10-year” certificates of lawfulness and preparation of related appeals submissions.
Emily Simpson
Legal, Planning and Licensing Technician
Responsible for the deployment of various applications and appeals into licensing, planning and appeals systems, ensuring technical competence in light of different local and national requirements. Engages with clients and authorities on licensing applications and assists clients in obtaining short-term let licences, renewals and in demonstrating compliance with licensing conditions across Scotland.
