There are two distinct legal routes to a CLEUD under Scottish planning law. Only one of them depends on the 10-year mark.
Route 1 · Immunity
10+ years of continuous use
Use immune from enforcement under s124 of the 1997 Act. The CLEUD formalises the immunity.
Route 2 · No material change of use
Any duration of use
If your use is consistent with normal residential occupation, no permission was ever required. Supported by Macintyre [2021] and Muirhead [2023].

- Will I be charged immediately?
- No. We pre-authorise your card so the fee is held, but only captured when STL Solutions confirms we're taking your case. If we don't engage within 7 days, the hold is released automatically.
- My case is borderline 10 years - does it matter?
- If your STL started 9-11 years ago we'll run both legal arguments in parallel - best chance of success.
- What if I don't have all the evidence?
- Mark each gap as "not available" with a short reason. We'll work with you to plug the holes - many cases succeed with sworn declarations alone.
